The rice is very hot so they pile the not so hot foods on top and the rice will steam the hot so warm vegetables on top. Clever idea. However, some days, you get more on your plate than others, depending on who is dishing it up. They have pretty good food. Nicely cooked, wholesome, not too salty. Lots to choose from.
