The Cafe Cartel has always been a place I will go to when I am craving for pasta. Over the years when more and more outlets had opened, the once "the nicer pasta I ever had" had became average. I believe it apply to most businesses here in Singapore when they start to have another outlet. Often, quality is hard to maintain.During Café Cartel’s Happy Hours from 9pm, snacks, ice-cream, coffee drinks and cakes are 50% off! On top of that, there’s free flow of bread, so it’s a definite yes to visit
