Down by the sea at the Civil Service Club at Changi Village, Thai pan has a large window area facing the sea. It's set in pleasant and tranquil surroundings, in a free standing building with high ceilings and a wide dining hall. I started with TOM YUM soup which proved disappointing. Too diluted, not spicy, not sour, with a hint of tom yum flavor. Value is OK for $12 (enough for 6) but it just did not have enough kick. I will try share off my tom yum for other favorable food.
